  • In today’s Recommendations for Industry, we explore TAG’s U.S. Risk Matrix. 44 states are in the Highest-Risk Quadrant. Twenty-four (24) states have a TPR greater than 10% and a case rate ≥ 25/100K people indicates testing may not be adequate to fully characterize the true severity of the outbreak in these states!

  • Tomorrow, Thursday November 12, the FDA is hosting a presentation to provide an overview of FDA’s research to evaluate the ability of facial coverings to reduce the spread of COVID-19 infection and how the FDA is developing a comprehensive risk-assessment tool to predict the probability of infection with different types of masks.   • Global cases of COVID-19 have exceeded 51 million cases.

    • U.S. hospital cases are rising.

  • The CDC’s recent highlight for “How to Protect Yourself & Others” highlights that “older adults and people who have certain underlying conditions like heart or lung disease or diabetes are at increased risk of severe illness from COVID-19 illness”. As such, it is crucial to practice good personal hygiene, avoid close contact, wearing a mask over your nose and mouth when around others, clean and disinfect, and monitor your health daily.

    • Additionally, protect your health this flu season by getting a flu vaccine!

  • The CDC has also released new guidance for Celebrating Thanksgiving safely (to limit the spread of COVID-19 and the flu). As the holiday approaches, it is imperative to keep your business and workers safe.

    • Due to rising COVID-19 cases, the safest way to celebrate Thanksgiving this year is to celebrate with people in your household. Consider hosting a virtual Thanksgiving for those who do not live with you! Or prepare traditional dishes and deliver the food to others in a way that does not involve contact with others.

    • If you are celebrating with others outside your household, take steps like wearing a mask, staying socially distant from others, and washing your hands.

    • Consider celebrating outdoors (if possible), or if celebrating indoors, “make sure to open windows”.

    • Limit the number of guests you have; additionally, limit the number of food-preparation individuals.

TAG’s U.S. Risk Matrix – The majority of U.S. States are in the Highest-Risk Quadrant

From a workforce management standpoint, it is essential to understand your capacity and ability to handle absenteeism. While it seems repetitive, it is imperative that despite COVID-19 fatigue, you and your business continue preventive measures.

 

As of November 11, 2020, 44 states, up from 31 states last week, are in the Highest-Risk Quadrant (Outbreak Index > 50). Only 6 states remain in the Medium-Risk Quadrant (North Carolina, Kentucky, New York, Alaska, Massachusetts, Hawaii, and Washington D.C.).  

 

States in the Highest-Risk Quadrant are Alabama, Arkansas, Arizona, California, Colorado, Connecticut, Delaware, Florida, Georgia, Iowa, Idaho, Illinois, Indiana, Kansas, Louisiana, Maryland, Maine, Michigan, Minnesota, Missouri, Mississippi, Montana, North Dakota, Nebraska, New Hampshire, New Jersey, New Mexico, Nevada, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Vermont, Washington, West Virginia, and Wyoming.

 

The average U.S. Mobility Index decreased from 7% (last week) to 6% (this week), indicating an increase in mobility throughout the U.S.

 

  • Seven states (California, Idaho, Colorado, New Mexico, Illinois, New York, Connecticut) have reversed their re-opening policies, which varies by state. These states are indicated by an asterisk (*) in the matrix.

  • Six states (Washington, Oregon, Arizona, Hawaii, Texas, Ohio) are partially re-opening to varying levels. These states are indicated by a cross (†) in the matrix.

  • Eight states (Maine, Rhode Island, Delaware, North Carolina, Massachusetts, Louisiana, Alabama, and Arkansas) are pausing re-opening. These states are indicated by a double cross (‡) in the matrix.

 

Twenty-four states have a TPR>10% (Table 1) and a case rate ≥ 25/100K people (Table 2). Additionally, as expanded over 4 weeks, case rate information is important for identifying trends in the COVID-19 pandemic. A case rate >25 would indicate that an outbreak is uncontrolled and strict measures be undertaken to ensure the safety of the site and/or people (as highlighted in red with red text on the graph). A TPR>10% with a case rate ≥ 25 would indicate that testing may not be adequate to fully characterize the actual severity of the outbreak in the states. These states are:

  • South Dakota: 54%

  • Iowa: 48%

  • Kansas: 41%

  • Idaho: 39%

  • Wyoming: 34%

  • Missouri: 21%

  • Alabama: 20%

  • Montana and Utah: 18%

  • North Dakota and Pennsylvania: 16%

  • Wisconsin, Mississippi, and Oklahoma: 15%

  • Nebraska and Minnesota: 14%

  • Arizona and Arkansas: 13%

  • Oregon and Nevada: 12%

  • Tennessee, Indiana, Connecticut, and Illinois: 11%
